Challenge a Penalty Charge Notice<\/strong> (PCN) from a Council for bus lane contravention.<\/p>

In April 2021, my car was detected in a bus lane by an ANPR system, resulting in the Council issuing a Bus Lane Penalty Charge Notice (PCN). In response, I sent a NOTICE FOR CLARIFICATION OR CEASE AND DESIST, signed with All Rights Reserved. However, the Council ignored my notice and escalated the PCN to the Traffic Enforcement Centre (TEC), which issued an Order for Recovery of the unpaid penalty.<\/p>

In January 2022, Bristow & Sutor Management Services Limited (B&S) became involved, sending a Notice of Enforcement. Despite never consenting to the sharing of my data, I issued a Data Subject Access Request (DSAR) and initiated litigation against the Council, TEC\/County Court Business Center (CCBC), and B&S. Only the Ministry of Justice (MoJ)\/TEC responded, but they concealed information.<\/p>

By the end of February 2022, a B&S agent, Bob Singh, arrived and immobilised my car. I contacted Bob, asserting that he had no right to claim and demanded the removal of the clamp within an hour, threatening to inform the beneficiaries if he did not comply. After waiting and needing to continue with my day, I removed the clamp myself and emailed Simon Sutor, the CEO of B&S, notifying him of the removal with a photo attached. I stated the clamp would remain in my possession for 24 hours and that B&S, as an agent, had no rightful claim, as validated by my DSAR.<\/p>

Since sending this email in February 2022, I have heard nothing further. In the future, I plan to initiate litigation against the Council, MoJ\/CCBC, and B&S.<\/p>
